Press Statement and LETTER to HSE and the Minister for Health
The residents of Donabate and Portrane, in North County Dublin,understand the need to provide for the distribution of methadone to reforming drug users.
But residents in the area have grave reservations about the decision to locate the Dublin North mobile unit for methadone distribution in St Ita's Psychiatric Hospital, Portrane.
Our community is a caring community, as proven by decades of commitment and support for St Ita's Hospital.
We fully endorse the treatment of local methadone users in our community, but must object to the new arrangements for the following reasons;
* The location of a mobile unit in the most remote location ofFingal compounds the problems faced by these individuals due to poor transport links in the area;
* The community acknowledges the need for discretion when distributing methadone to recovering addicts. But other locations in North County Dublin, like Swords or Balbriggan, should have been
considered for this regional methadone clinic. The majority of recovering addicts on the methadone programme are based in Swords and Balbriggan, towns better equipped in general infrastructure terms as the location for a regional methadone clinic.
* Donabate has a poor Garda presence which will make it difficult to deter predatory dealers who may prey on methadone users. Specifically, there is no garda station on the Donabate-Portrane peninsula.
* Our community abhors the methods used by the HSE in arriving at this contingency plan to site the regional methadone clinic in Portrane.
No consultation took place with the community, Fingal County Council, the gardai, or elected representatives.
Finally, Donabate Community Council objects in the strongest terms to the use of vulnerable people as pawns in a dispute between the Health Service Executive and Irish Pharmaceutical Union. We urge all concerned with this dispute to resolve it quickly, in order to relieve the inconvenience on methadone users and to allow our community to return to
looking after its own vulnerable people.

There has been much media attention and discussion regarding the methadone clinic in St. Itas in Portrane.
A public meeting was called on Tuesday 16th October in the Community Centre.
Some key issues that arose:-
We fully endorse the treatment of local methadone users in our community.
These locals are part of our community and need our support.
The location of the metadone mobile unit in St Itas is not acceptable for the following reasons,
1. No consultation was given to this council, any resident association, public representation or the Garda Siochana.
2.The positioning of a metadone mobile unit at the end of a peinnsulla does no service to the recovering addicts or the local community.
This Unit is to serve addicts from Swords and Balbriggan
3.Donabate has a poor Garda presence to deter predatory dealers who may track Methadone users.
We urge you to do the following
1.Keep calm
2. Be vigilante and report anything you see suspicious to the following numbers :-

The Donabate Parish Council has voted at it's September meeting to change its name to the
Donabate Portrane Community Council.
Chairperson Bob Dowling welcomed the change and said this was a new era with new challenges. The new name reflects what we are and is inclusive with the addition of Portrane in our title. The time is right to move forward and for the new community council to take the lead by being inclusive with other groups within the community. Secretary David Moore also welcomed the change and said that given the fact that the Parish Council was over 60 years old this was historic moment.
